Press in the common customs area of Belarus, Russia and Kazakhstan

The VII International Conference "Transforming the printing and book markets in an integrated economy", of publishers, printers and distributors of printing press from Belarus, Russia and Kazakhstan, was held  on December 12-13, 2013 in Minsk (Belarus) by the Belarusian Union of publishers and distributors of printed press (CIRP).

The conference was opened by the Deputy Minister of Information of the Republic of Belarus, Chairman of CIRP L.S. Ananich, who read out the greeting of the Minister of Information of the Republic of Belarus O.V. Proleskovsky. Russian Federation was represented by Deputy Chief of the Department of periodical press, publishing and printing of FAPMK G.N. Kudij and CEO of PDA A.V. Oskin.

At the conference, a statement was made by the head of the Department for Foreign Economic Activities of the Ministry of Foreign Affairs I.V. Nazarchuk who devoted his report to the  integration between Belarus, Russia and Kazakhstan in the framework of a common customs space. On the situation in the printed market of Kazakhstan told the scientific secretary of the National Book Chamber of the Republic of Kazakhstan B.A. Derbisalin. Deputy Head of FAPMK G.N. Kudij presented an "Overview of printed market 2012-2013 in Russia".

Chairman of the PDA Board A.V. Oskin gave a presentation about the features of operations and the main trends of development of Russian market of printed products. Particular attention was paid to practical aspects and prospects of interaction of publishers and distributors of Belarus, Kazakhstan and Russia in accordance with the principles of the Customs Union within the Eurasian Economic Community. A.V. Oskin suggested creating an inventory of problems at the cooperation of the media industry of Belarus, Russia and Kazakhstan and to develop a "roadmap" to remove existing difficulties and the development of fruitful cooperation. This proposal was unanimously supported by all conference participants. A report on global trends of transformation of books and reading in the era of new information technologies, the promotion of books and periodicals in the free market, were also made by other participants .

Talks were held between the Chairman of CIRP L.S. Ananich and PDA Chairman A.V. Oskin. On behalf of the Union and the Association, they stated the desire of industry associations of the two countries to develop constructive cooperation, assist in the establishment and development of business contacts between the members of the Belarusian and Russian markets of printed products.

 In support of this commitment an Agreement on Cooperation was signed  between CIRP  and PDA (attached), which sets out specific measures for cooperation on a wide range of issues of professional interest.

While signing the document A.V. Oskin noticed, that a similar agreement concluded PDA and Kazakhstan Association of Publishers and distributors of printed materials. There is an agreement on cooperation of media organizations in Belarus and Kazakhstan. Thus, he said, created good preconditions for practicing the ideas of multifaceted cooperation media organizations of the three countries, acting on the territory of the Eurasian Economic Community.
