The State Duma will discuss a law on electronic mass media

A draft law proposing a new legal definition of Internet websites (Internet Mass Media) will be reviewed by the State Duma. The draft law was proposed by the head of the State Duma Committee on Information Policy, Information Technology, and Communications, Valery Komissarov.

It is clarified in the explanatory note that the draft law expands the definition of mass media in order to include Internet websites: "the frequency of distribution is supplemented with how often   mass media outlet is updated”.

 

"At the same time, the draft law maintains voluntary registration of Internet websites as mass media outlets", - Komissarov emphasizes.

According to the commissioner, the draft law is aimed at modernization of the law on mass media, “specifically on electronic mass media”. The draft law will improve broadcast license acquisition process in general as well as in the context of transitioning to digital technology. In addition, it will specify the legal distribution schedule of mandatory national television and radio channels.
